“Dutchie” is slang for Dutch Master, a brand of cheap, over-the-counter cigars that people buy, hollow out, and then use the wrapping to roll marijuana joints.

I could have this wrong, but I always heard it explained as 420 being police radiospeak for marijuana, therefore April 20th, being 4/20, gets related to smoking pot.
