I say “I’m right on top of that Rose!” all the time. Other things, I use:
“I rule!” from Kevin Spacey in American Beauty.
“Mr F” from Arrested Development to describe people that I think are dumb also I use the “Really? Her?” from AD quite regularly too. AD has so many great lines that they all sneak out quite often.
Also, big fan of “excellent” with the appropriate hand gesture from Mr. Burns in the Simpsons.
“Oy, with the poodles already” – Gilmore Girls – great for when someone is annoying me.
“Rockin’ and rollin’ and whatnot”- Grease- cause I’m cool like that.
“I didn’t sell out, Son, I bought in. Keep that in mind.” – SLC Punk – cause it’s just awesome.
“Everyday you breath, makes my life harder” – Gilmore Girls – again for the annoying people in your life.
“To me you are the teacher in the Charlie Brown cartoon.” – Gilmore Girls – see above.
“Bible, Kiss, Bible” – Gilmore Girls – for when I am flustered and can’t form a coherent sentence to save my life.
“..except for the part about the buck teeth” – X-Files – just a great line to wrap up a long meandering story.
Wow, I watch a lot of Gilmore Girls.
“I want my two dollars!”
My sister and I quote like half of Zoolander and Dick when we are in a jocking mood. I say “Oh Snap” and “Earth To (Whoever)” from Zoolander just about every day.
I also love to quote Arrested Development cause it gives me a reason to talk about the show.
“This is not ‘Nam, Smoky– there are rules…” “He’s a good man, and thorough” “You’re out of your element, Donny.” “Leads?! Yeah, we got leads! We’re working in shifts” “Am I wrong? Am I wrong?!” The entire libretto from Big Lebowski here — esp. anything John Turturro as star bowler Jesus says (“this is bush league psyche out stuff, man” etc.)

I say “I do what I want!” from South Park and “Grr, Argh” from Buffy (but I usually do the musical one).

“It tastes… like feet” (Ross on Friends, when he tasted Rachel’s trifle)
“…and then the lotion… mixed with the powder, and made a paste…” (Ross on Friends, talking on the phone to Joey while trying to get out of his leather pants)
“What’s your malfunction, Rico?” from Starship Troopers
“Don’t you know the meaning of the word propriety?” from What’s Up, Doc?
“I hated her so much…there were flames, shooting up the side of my face” from Clue
“Frak!” from Battlestar Galactica
Oh– and “It’s in my raccoon wounds!” from Family Guy, though I feel like the ole FG doesn’t get nearly enough love from EW so people might not know it…
We’ve also just started using “beer me a …” from The Office. Along with all sorts of Office, Arrested and Simpsons lines.
I use so many that have been posted but my favorite is to say, “no wire hangers ever!” when people are being overly dramatic
