I'm a major fan of both LOST and GREY'S ANATOMY, but nothing surpassed TWW this year. I'm a little sick of people saying that TWW gets nominated "by default"---it is continually nominated because it is the most intelligently written show on TV. Bradley Whitford, John Spencer and Richard Schiff, all deserve nods for best actor. Janel Moloney, managed to portray a character who has evolved tremendously since the first season, while always remaining "in character." Even the guest stars (Alan Alda, Janeanne Garofalo) shine. The show featured some of the best writing and directing on television. Overall, the last couple of seasons (especially season 7) have shown a tremendous revival from the season 5 slump. When TWW ended, it left viewers sighing at the loss of old friends, rather than sighing in relief (as with so many other shows who have lived past their prime.) Also Jenna Fisher and John Krasinski from The Office gave superb comic performances, as did Donald Faison of Scrubs. Who doesn't deserve one? The Grey's Anatomy and Desperate Housewives crew. Basically everyone who acted on 24 this season should get an Emmy, in particular, Jean Smart and Gregory Itzin.
